Chef Scott Rains, an Arkansas native, has crafted culinary creations for epicures and foodies in eateries all over the San Francisco Bay area, working with Chef Pino Spinoso and opening Café Tiramisu. After training chefs and opening several corporate dining facilities, including Horseshoe Vineyard in Hot Springs, Arkansas, Chef Rains has embarked on his masterwork journey at Table 28.
